The road up from Hwy 3 near Osoyoos is pretty good. There are some loose rocky areas and some downed trees that have been cut just enough to go around, but it is doable in a car. The road gets rougher and much less travelled past the parking area for Mt Kobau (the view is epic). There are some loose rocky climbs and descents, but none are overly steep. There are also lots of downed trees, but all were cut to allow passage. HC 4WD is recommended because of the gate bypass at KM 32.2. The rest of the trail is only 4WD recommended.
