The boulder is still there and I'm not sure it is moveable without heavy machinery. It must weigh several tons. That being said, you CAN drive around it if you are confident driving off camber on a sand embankment with loose boulders overhead, so I would not classify this point as "impassable", nor does it require a specialized vehicle. It's a bit sketchy and you need to be confident, but it's totally doable, and I managed fine in my Jeep Cherokee Trailhawk.
Beyond the boulder the road necessitates excellent ground clearance as the cross ditches are gigantic, some of the biggest I've driven. There must be 50+ cross ditches along the entire length of the road, many of which are aggressive. I wouldn't even consider taking an SUV on this road, it makes the Cheam FSR look easy. I parked at roads end (1,400m elevation). You could continue further onto EM300, but the cross ditches were getting so big I decided to just park and hike the last bit.
