Locked gate at the very start, another closed but unlocked gate at 1km. Gate at the start had a bypass likely passable by moto (but not wide enough for quad). No idea what they are trying to protect up here. Were it not gated the first 3km to Hoover Lake trailhead would be driveable in most vehicles although there are a couple of steep hills with slightly loose gravel. If biking gravel bike probably ok.

Road is gated at the base
