Definitely a technical one, optimally you want a capable rig with ~1ft+ clearance and diff lockers... did it in my stock Honda CR-V. Made it up last year in the taco, had doubts about making it up in the CR-V and was ready to turn around at some point. Made it to the hot springs and had no problem keeping up with buddy in his lifted taco! Keep in mind your SUV won't be happy with you, and you'll want a decent driver. Not really recommending the idea to others as to reduce the chance of people busting their oil pans open... but it's doable (kinda) ; )
I agree with the somewhat degraded label. a few section it's rutted out with loose rocks because water is running down the road, a few creek crossing which in April 4th were low and fine, and 1 off camber creek crossing that feels abit tippy. 1994 Toyota pickup on 31 inch tires made it with no scrapes. Just slow going but doable.
Very rainy day with lots of deep water on the road (3km and 1km from hot springs). I took my time on a couple of the steeper climbs with loose rocks.
