Good condition overall, I'd say a little bit stiffer than most of Liumchen East with some steep spots and deeper cross ditches but still very manageable for a crossover with a capable driver. Cruisy in a Tacoma.
Yeah just medium cross-ditches and a bit steep, but well-graded and a good crossover should be fine. lots of parking.
a motivated and narrow vehicle technically could get up the first bit of the trail above, and some dirtbikes definitely go up to the viewpoint w/ the comms tower. beyond is super definitely non-motorised only

The road is in much the same shape as Liumchen East. No major washouts just some small cross ditches. The last 500m of the road has 2 small muddy spots, but I was fine in 2wd. Very large turn around/parking lot at the end of the road.
We only hiked it while covered with a thin snow layer. Saw no issues that would prevent driving up in terms of the road. No overgrowth, no significant cross ditches. My guess is you can drive to the end once snow is gone with reasonable high clearance vehicle.
